Environmental investigation across sites affected by extreme weather event

Overview

Between March 2023 and March 2025, Senversa was engaged by DEECA to undertake environmental investigation across a large portfolio (15 sites) of DEECA managed sites that could have been affected by the 2022 extreme weather event that resulted in widespread flooding throughout regional Victoria. 

Scope

  • Preparation of a Preliminary Site Investigation to understand the site history of each site. This was delivered to DEECA through an interactive portal allowing DEECA to integrate the respective information layers.  
  • The portfolio included a range of historical / current land uses including former landfill facilities, gun clubs (pistol and clay target shooting), timber processing and legacy mine sites.  
  • Preparation of sampling and analysis plans for review by the client 
  • Targeted intrusive investigation of each of the sites to characterise the risk profile for the ongoing use, including soil and groundwater. 
  • Preparation and review of Workplace Health & Safety (WHS) plans and completion of relevant site WHS inductions for site access. 
  • Management of site access and of site stakeholders including the implementation of a communication and site access plan. 
  • Liaison with multiple Traditional Owner Groups across Victoria to facilitate the site and where necessary arrange direct supervision of a cultural heritage representative during the intrusive works program.     
  • Preparation of a multiple reports to summarise the findings of the investigation including soil contamination status reports for each site. 
  • Risk assessment considering risk to site receptors in the context of the site use. This was particularly relevant to mine wastes in the Goldfields area.     
  • Preparation of an Environmental Management Plan (EMP) for each site detailing the ongoing controls to minimise risk of harm to site receptors in the context of the ongoing use for the respective sites.  
  • Application to EPA Victoria to obtain approval for recategorisation of soils for off-site disposal where remedial works were required to remove identity impacts.  
  • Support the client in undertaking their General Environmental Duty including Duty to Notify where necessary.  
  • Identify high risk sites for immediate management to reduce the identified risk. This included procurement of a suitably qualified contractor and management of all waste streams including general waste, prescribed industrial waste, asbestos etc) .   
  • Senevrsa procured a contractor on behalf of the client and provided direct supervision during the remedial works to ensure the safety expectations were met and project objectives achieved.

Challenges

  • Multiple sites across regional areas with multiple stakeholders and individual access challenges.  
  • General logistics of broadly distributed sites.   
  • Ensuring appropriate TO consultation was undertaken across multiple jurisdictions.  

Outcome

  • Supported DEECA in complying with their general environmental duties in particular duty to manage across a large portfolio of sites throughout regional Victoria.  
  • Facilitated the ongoing use of all sites assessed with improved environmental management controls implemented at all sites.   
  • Reduced immediate risks at through safe execution of “Make Good Works Program” at four of the fifteen sites.
