Environmental assessment, regulatory review, and engineering solutions at Hazelwood

Overview

Senversa has been retained to provide strategic advice and specialist environmental assessment, regulatory review and engineering solutions for the largest mine rehabilitation project in Victoria.

We have worked in partnership with the client and the independent site appointed environmental auditor and the local EPA to establish a closure pathway and assessment strategy to efficiently decommission operational lands from buffer farming lands and to ensure minimal overlap between the various site regulators including the mine regulator and their rehabilitation requirements from the EPA waste and licensing requirements (to avoid duplication). Senversa has since executed preliminary site investigations, detailed site investigation, remedial design and engineering (containment) structures for ash ponds, waste repositories and general rehabilitation areas to ensure appropriate site rehabilitation.

Scope

Senversa has developed comprehensive site investigation plans to support environmental auditing currently ongoing for several investigation areas of the site

These plans have led to the implementation of a large-scale investigation program of soil, sediments, groundwater surface water and ash across the site, which to date has comprised more than 700 individual investigation locations. To ensure efficient delivery and consistent quality of the data, Senversa developed a robust project delivery plan to support the investigations, which comprised the following main features:

Development of a Fieldmap® portal providing the investigation team with position, technical scope and health and safety information of each investigation location. Each member of the team was able to access and update the Fieldmap® portal directly from the site and provide valuable real-time observations to the office support team. 

  • Development of an online portal (shared with the client and the environmental auditor) to provide ongoing updates on the status of the investigation program (planned vs. completed) and facilitate communication and resolution of project issues.

  • Detailed planning of each site mobilisation, which allowed for simultaneous deployments of several (up to four) investigation teams, enabling Senversa to maximise periods of good weather and deliver the works in a short timeframe.

  • Establishment of robust lines of communication with the client and transparency on the progress of the investigations and associated costs. This allowed to build a trusted relationship between Senversa and the client, limiting the requirements for budget variations and associated time delays.

  • Regular involvement of the senior Senversa team members during each mobilisation, ensuring regular presence of an experienced person on site to provide technical guidance and undertake periodic Health and Safety audits.

  • Robust site characterisation to ensure all parties objectives are met, whilst minimising unnecessary overlap and cost to the client.

  • Consistent implementation of the Health and Safety protocols required by the client’s and Senversa’s quality systems, which resulted in the completion of the investigation program without any recordable injury or property damage.
